Brown County Library Billing

For many years, public libraries in Outagamie County and the Brown County Library have served the residents of the other county. Overall, the amount of service provided to residents of the other county is pretty small – about 20,000 loans annually, which is less than 1% of the total number of loans by the libraries in either county. Because residents of each county borrow approximately the same number of items from libraries in the other county, this inter-county service is balanced and reciprocal.

In June 2012, Brown County Library billed Outagamie County for the service it has provided to Outagamie residents, so Outagamie County libraries billed Brown County in return. Because of a technicality in state law, Outagamie County is required to pay Brown County Library, but Brown County is not required to pay Outagamie libraries. This is fundamentally unjust, and the only way that the libraries in Outagamie County can prevent local residents from being forced to subsidize use by Brown County residents is to cease offering service to them.

As voted on by our Library Boards, the following will take effect January 1, 2013, unless Brown County Library withdraws their bill to Outagamie County:

1. Brown County residents will not be able to check out materials at the Appleton, Kimberly-Little Chute, Kaukauna and Muehl (Seymour) Public Libraries.
2. Brown County residents are still welcome to use our library facilities and materials while in our libraries.

If you’re concerned about this potential change in library service, we encourage you to join with us in asking the Brown County Library to withdraw its bill. We want to continue offering you the same high quality, fair and affordable services we always have. With your help, we are optimistic that we’ll be able to continue doing that.
