Board of Trustees
April 3, 1997
Present: Baehman, Bergen, Bloedow, Dunlap, Egelhoff, Loebach, Schuessler
Absent: DeVries, Ducklow
Others present: Dawson, Kelly, Lemke, Wilzius
President Bloedow called the meeting to order at 7:05 P.M. The minutes
of the March 6, 1997 meeting were presented. Baehman moved approval
and Bergen seconded. The motion passed.
The bill register and financial report for March 1997 were presented.
Egelhoff moved approval of the bills, Dunlap seconded, and the motion passed.
Schuessler presented the "Volunteer Policy" the Policy Committee had adopted at their March 25, 1997 meeting. Library staff is developing procedures to implement the policy, including registration of volunteers. Schuessler moved approval of the Volunteer Policy, Dunlap seconded. The motion passed.
The "Internet Policy" as adopted by the Policy Committee was presented
by Schuessler. Bergen moved approval and Schuessler seconded. It was agreed to clarify paragraph three by rearranging sentences. The motion passed.
Dunlap reported that of the original project budget of $2.3 million, 1.87 million had been spent. Items yet to be purchased include additional public chairs, an outdoor sign, and lighting improvements. The project should be completed by September 1997 with a balance well in excess of $300,000 to be returned to the city.
In response to a concern expressed by Egelhoff, Dawson reviewed the Providence Study and its implications for the project. Major effects included understanding public priorities and needs, long range alternatives and development of the building program statement.
Dawson indicated that the parking lot and green space should be completed in the Fall. Loebach moved to give special publicity to this project by having a drawing of the parking lot and green space displayed in the library. Baehman seconded and the motion passed.
Dawson told the Board that Bob Stephenson had won the Stephen Ambrose raffle for the book and the trip to Montana. There were approximately 300 raffle tickets sold. Dawson also reported on the status of library legislation initiatives and on National Library Week activities. Mayor Hanna will proclaim the week of April 13 - 19 "National Library Week" in Appleton at a City Council Meeting. During the week, the Library will have special celebrities reading stories to children.
Dawson noted that the Frank P. Young Scholarship has given out 40 scholarships since 1971. Suggestions to give the program more visibility were made. A plaque listing the winners will be posted in the Library.
Since the Wisconsin Association of Public Librarians will hold their annual meeting May 1, the May Board Meeting was set for 4:30 PM on Monday,
