Building Project Update - October 2019

Mayor Hanna published his 2020 executive budget on Wednesday, October 2. We appreciate that his budget includes funding to continue exploring the mixed-use library proposal on the site of the existing Soldier Square ramp.

As a reminder, the building process was put on hold in the fall of 2018 to allow for the exploration of a parking solution. We look forward to returning to working on this proposal when we are able.

In addition to this brief update, we want to capture what has happened over the last few years. Below you will see a listing of important milestones from our current building process. Posts on this page provide more detail into each of these events.   

July 2017 – Library Board approves moving forward with discussion of mixed-use library request for proposal (RFP) process.
August 2017 – City of Appleton Finance Committee discusses mixed-use library RFP process.
September 2017 – City and library staff draft RFP for mixed-use library.
October 2017 – Library Board votes to approve issuing a RFP with a January 2018 due date.
November 2017 – City of Appleton Common Council approves issuing a RFP for a mixed-use library facility with a January 2018 due date.
January 2018 – Five developer teams submit proposals for a mixed-use library facility.
January 2018 – City of Appleton staff evaluate and score RFPs and provide recommendation – a mixed-use facility located on the current Soldier Square ramp site.
February 2018 – Library Building and Equipment Committee and City of Appleton Finance Committee meet to discuss staff recommendation. 
March 2018 – Mayor Hanna and city staff present proposed mixed-use development project to the community at a public meeting.
March 2018 - Library Building and Equipment Committee and City of Appleton Finance Committee approve moving forward with exploring current recommendation of a mixed-use facility at Solider Square ramp site.
April 2018 – Library Board and City of Appleton Common Council approve moving forward with exploring current recommendation of a mixed-use facility at Solider Square ramp site.
May 2018 – Library begins initial planning work with OPN, architecture firm retained by developer Commercial Horizons – including establishing a community advisory team. 
June 2018 – OPN hosts public meeting to learn about community and priorities.
July 2018 – OPN shares community priorities with community advisory team and team discusses possible library spaces.
August 2018 – OPN hosts staff and community focus groups and workshops to gather further input into how the library can fit into the community’s priorities.
September 2018 – Library staff continue to learn about and develop what a new facility could look like.
September/October 2018 – Library planning is on hold to allow for the exploration of a parking solution.
